The GOVERN function establishes the foundational practices that enable effective AI risk management across the organization. This function addresses board-level and executive-level responsibilities, ensuring that AI governance is embedded in organizational strategy rather than siloed in technical departments.
Board and executive leadership must understand AI deployment within the organization and articulate clear policies about AI use. For nonprofits, this means the board should discuss AI governance at appropriate intervals, with governance committee review of significant AI initiatives. Executive leadership should ensure AI policies align with mission values and establish accountability for AI systems.
Policy development under GOVERN includes defining acceptable use cases, establishing authority and accountability, determining transparency requirements, and setting risk tolerance levels. Critical to GOVERN is defining the roles and responsibilities for AI governance. For nonprofits using commercial AI tools like ChatGPT, this documentation might be simpler than organizations developing custom models, but still essential.
Impact assessment requires identifying who is affected by the system and how. For a nonprofit using AI to match service-eligible clients to programs, the impact assessment must identify potential impacts on vulnerable populations—such as immigrant communities, people experiencing homelessness, or others with protected characteristics. The assessment should consider direct impacts (decisions made by the AI system) and indirect impacts (how the system influences human decision-making).
Risk assessment builds on this foundation, identifying specific risks the system might introduce. The NIST framework identifies five risk categories: matchmaking and performance risk (system doesn't work as intended), security and resilience risk (system can be attacked or fails), fairness and bias risk (system produces discriminatory outcomes), rights and transparency risk (users don't understand how decisions are made), and accountability risk (unclear who is responsible when things go wrong).
Stakeholder input is critical to effective MAP activities. This includes input from system developers, users of the system's outputs, affected beneficiaries or communities, subject matter experts, and governance leaders. Nonprofits should document stakeholder input processes, even if informal conversations rather than formal committees.
The MEASURE function focuses on testing and evaluation throughout the AI system lifecycle. This includes technical performance testing, fairness evaluation, security testing, and explainability assessment.
Performance testing validates that the system achieves its intended purpose with acceptable accuracy, relevance, and reliability. For nonprofits, this might include testing that a client-matching algorithm recommends appropriate services, that a donor-retention model accurately predicts donor behavior, or that a grant opportunity scanner identifies truly relevant opportunities.
Fairness evaluation examines whether the system produces disparate impacts across demographic groups. This requires nonprofits to define fairness metrics appropriate to their context—for example, ensuring that a program eligibility algorithm doesn't systematically exclude qualified applicants from particular communities. Testing for fairness often requires disaggregated analysis by protected characteristics and should involve input from affected communities.
Security testing ensures the system is resilient against attack and failure modes. This includes testing for data poisoning (malicious actors introducing false data), model theft, adversarial attacks, and system failures. For nonprofits, basic security testing might include assessment by external cybersecurity professionals, periodic penetration testing, and evaluation of the AI vendor's security practices.
Explainability assessment ensures that decisions made by or influenced by the AI system can be understood by relevant stakeholders. This doesn't require perfect interpretability of every model parameter, but rather ensuring that affected individuals can understand why they received particular recommendations or decisions. The MANAGE function operationalizes responses to identified risks and establishes ongoing monitoring and governance processes. This is where AI governance becomes embedded in operational practice rather than remaining theoretical.
Response planning requires nonprofits to define specific actions that address identified risks. For a fairness risk, this might include implementing fairness monitoring procedures, establishing a threshold at which the system will be audited for disparate impact, or defining decision rules about which decisions require human review. For security risks, response plans might include encryption of training data, regular security assessments, or incident response procedures.
Monitoring establishes ongoing surveillance of system performance and risks. Rather than a one-time risk assessment at deployment, MANAGE requires continuous monitoring. For nonprofits, this might be quarterly fairness audits of a client-matching system, monthly reviews of model performance metrics, or ongoing security assessments of vendor systems.
Escalation procedures define how issues discovered through monitoring are escalated to decision-makers. Nonprofits should establish clear procedures for escalating critical issues—for example, if fairness monitoring reveals disparate impact, who needs to be notified and what authority exists to temporarily disable the system or escalate decisions to human review.
Documentation requirements ensure that governance decisions and outcomes are recorded. This supports audit trails, enables organizational learning, and demonstrates governance to external stakeholders. For nonprofits, documentation might include meeting notes from governance committees discussing AI systems, records of risk assessments, results of performance testing, and records of monitoring activities.

Many nonprofits successfully implement the framework by integrating AI governance responsibilities into existing structures. A nonprofit's governance committee might add AI governance to their charter, a technology director might lead risk assessments, and program staff might contribute stakeholder input about potential impacts on beneficiaries.
The framework is scalable—a large national nonprofit might establish a dedicated AI governance office, while a smaller local nonprofit might designate one staff member as AI governance lead with support from an advisory group. What matters is systematic attention to the four functions, clear documentation, and alignment between AI governance and organizational strategy.
